Change in Working Time as of January 1, 2017

Due to the Competitiveness Pact (Kilpailukykysopimus) there will an increase in working time for all university employees as of January 1, 2017.

Changes have been included in the General Collective Agreement for universities.

The changes described below will be valid for all employees paid on a monthly basis. Working time for hourly paid employees will not change.

For employees in the total working time system

The annual working time of those in the total working time system will be increased by 24 hours resulting in an annual working time of 1,624 hours. The working time of part time employees will be extended in proportion to their working time percentage.

The change in working time will have no effect on salary.

  • If you already have an approved work plan of 1,600 hours for 2016 – 2017 you don’t have to update it.
    • Please note that there will be additional 12 hours of work time in the Spring semester. Allocation of this shall be agreed upon between the employee and the supervisor. Supervisors need to make sure that all the employees are treated in a fair and equitable manner in terms of allocation of the additional work hours.
    • New employees will have an annual working time of 1,624 hours and their work plan shall be made accordingly.
    • Worktime allocations in Halli time recording system will be done normally according to 2016 worktime in December - January. Worktime extension will effect allocations for the first time in February 2017. More detailed instructions will be provided by Finance Services during January 2017.

All in all, employees and supervisors will have to agree how the additional 12 hours will be allocated for the spring semester. No other action is required.

For employees in the regular working time system

Regular working time will increase by 6 minutes per day which will mean 7 hours 21 minutes per day and 36 hours 45 minutes per week. For those working part-time the working time will be increased in proportion to one’s working time percentage.

The change in working time will have no effect on salary.

  • Increase in working time has no effect on the principles concerning flexible working hours. Length of the day off for balancing one’s excess working hours is 7 hours 21 minutes.
  • Calculative length of a midweek holiday will be 7 hours 21 minutes.
  • Required changes in Timecon and Esmikko systems will be completed by end of January. Thereafter Timecon/Esmikko will calculate the normal length of a working day as 7 hours 21 minutes.
  • Limits for additional and overtime work will increase respectively.
  • If a part-time employee wishes no changes in her/his working hours s/he should contact unit’s HR Coordinator. In this case there will be a minor decrease in salary.
    • Eg. In case weekly working hours exceed 30 hourrs or 80 % of working time one is not entitled to Flexible Care Allowance provided by KELA
