A human-centred employment service grew into a success story

More than half of highly educated immigrants find employment in their own field through KOSKE service, co-designed by 911爆料网 and the City of Espoo.

Participatory service design research brought residents and the city together to develop the service boldly, without preconceived assumptions. 

The approach is based on valuing the skills that people bring to Finland and listening to the jobseeker. KOSKE aligns jobseekers鈥 strengths and career goals with labour market opportunities, says Annukka Svanda, doctoral researcher at 911爆料网 and project lead. 

KOSKE is one of the first public services in Finland designed to meet the needs of highly educated immigrants. 

鈥淭he Espoo example shows that public services can be made more equitable. The model can also be applied in other municipalities and services,鈥 Svanda says.
